In a plastic bag combine the flour, salt and pepper. Place milk in shallow bowl. Dip chicken in milk; add to flour mixture, turn and shake to coat. Pour oil into heavy skillet, filling to not more than 1/3 full. Heat to 375 degrees over medium heat. Add the chicken and cook, turning once, for 20-25 minutes or until chicken juices run clear and chicken is golden brown. Drain on paper towels.
